Responsibilities
The incumbent is responsible for reviewing and analyzing complex financial management objectives and goals and reviews the Authority¿s financial structures and planning objectives. The incumbent will be responsible for dealing with confidential labor cost assumptions and information, both current and projected. The incumbent develops financial models and analyses on Metro¿s cash, grants, and budgets. The analyst prepares complex monthly, quarterly, and annual grant reports and reports on other areas of Treasury as assigned. Reviews, analyzes, and recommends actions, policies, and management decisions pertaining to grant issues and Treasury procedures.
The incumbent is self-motivated and prepares clear and meaningful analyses on WMATA¿s operation and capital program including, but not limited to, revenues and expenses, staffing, and capital project execution and on other areas such as subsidies, reserve accounts, debt service, capital programs, and contract issues. The incumbent will also perform special Treasury assignments of an independent nature. The incumbent works independently under minimum supervision to determine and utilize appropriate financial, analytical tools for assigned duties and has considerable latitude for independent work. This position involves high-level, professional financial analysis, budget formulation, monitoring and execution.
MAJOR DUTIES:
Completes design and development of PeopleSoft reports and queries. Develops and maintains or oversees the maintenance of reports on funds availability and use, including establishing procedures for timely and accurate reporting on the intranet.
Performs confidential labor cost assumptions for both current and projected costs.
Participates in the preparation and justification grant applications with incorporation of budget and debt priorities of the Authority. Develops forecasting models for actual project costs in order to prepare grant budget plans that will expedite disbursements from grantors.
Develops confidential grant submissions, reports, surveys, and correspondence that relate to the WMATA grants and other financial issues as requested by the local governments, Washington Area Council of Government, and the Federal Transit Administration.
Utilizes confidential information for Board Budget Committee hearings to support recommendations to Board of Directors and to assist in the conduct of research and evaluation of problem areas.
Responds to similar requests for confidential information from local jurisdictions comprising the Authority¿s compact and, as appropriate, other organizations on program content and elements.
Performs complex ongoing reviews and analyses of budget performance to evaluate the achievement of short and long-rang/multi-year operating and capital funding goals, objectives, and performance indicators.
Analyzes federal, local, or other grant regulations. Provides guidance on regulations to interdepartmental grants team.
Maintains continuing contact with operating and capital elements of the Authority in order to ensure cash and grant sufficiency for specific projects within funding and project rules.
Works with Accounting and Budget staff to research and resolve variances and to establish financial controls for eliminating variances.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge in data retrieval and functional use of PeopleSoft cash management, accounts receivable and payable, accounting, budget, capital projects, and human resources systems.
Thorough knowledge of the principles, practices, and processes specific to the formulation, justification, negotiation, analysis, and execution of federal, state, and local government grants to analyze, prepare, and justify effective grants for complex Authority elements.
Thorough knowledge of other Treasury functions, such as cash management and revenue processing, and of financial theory, such as capital structure, present value, and economics, such as inflation and monetary policy.
Knowledge of personal computer applications (e.g., database, spreadsheet, graphics, and word processor with emphasis on database and spreadsheet applications). Knowledge of interfaces between budgetary automated systems and other automated systems, e.g., accounting.
Ability to make financial decisions based on financial and economic methods such as calculation internal rate of return (IRR) and weighted average cost of capital (WACC), and cost-benefit, sensitivity, and regression analyses.
Ability to prepare clear and meaningful analyses on areas such as revenues and expenses, labor, and procurement, and on other areas such as subsidies, reserve accounts, debt service, capital programs, and contract issues as they relate to the budget, grants, and funding availability.
Ability to recommend appropriate course(s) of action and defend grant proposals before various groups and committees.
Ability to prepare comprehensive annual and long-range/multi-year documents and reports. Ability to ensure that interim grants reports or amendments are accurately prepared, documented, and executed.
Ability to manage and coordinate complex projects. Ability to effectively assist higher level staff and provide work guidance to lower level staff.
Skill in interpersonal relations to establish and maintain effective working relationships and deal with others in a customer-oriented, business-like manner.
Ability to communicate effectively.

Qualifications
Graduation from an accredited college or university with a Bachelor¿s Degree in Business Administration, Economics, Finance, or a related field and a minimum of seven (7) years or a post-graduate degree in a related field and five (5) years of progressively responsible experience in financial analysis, preparation, justification, and execution of comprehensive annual and multi-year financial plans preferably in a transportation, industrial, or governmental environment.
Experience in lieu of education will be considered if candidate can effectively demonstrate progressively responsible experience in financial analysis, preparation, justification, and execution of comprehensive annual and multi-year financial plans preferably in a transportation, industrial, or governmental environment.
