Job Description:
* This is an expert performance Level IV work in the multi-level Resource Analyst occupation within the Plans Career Service, and is located at the Directorate, Agency, and Community levels throughout the Agency.
* Positions are located at the Directorate or large Agency center, such as a Senior Resource Analyst at the Directorate Level, or Directorate Representative in the CFO’s office, or within CFO/Comptroller’s Office throughout the Agency.
* Incumbents may also serve as a senior advisor to Agency executive leadership or senior business managers.
* This position is responsible for providing oversight and guidance to a staff responsible for strategic/programmatic guidance to Agency customers; preparing supporting documentation for the budget exercises, requests for reserve release, supplemental and reprogramming; performing operational, short- and long-term trend analyses; and preparing briefings on programmatic activities.
* This position provides briefings and guidance to senior Agency leadership on all relevant subject matter and represents their Directorate in various Agency forums to educate senior officers on their program and requirements.
* Interaction with Community, OMB, and Congressional officials is common.
* Incumbents at this level have experience serving in several component and Directorate level Resource Analyst or equivalent type assignments.
* Work includes serving as an advisor to less experienced resource analysts or resource analyst subject matter experts (SMEs) across the Agency.
* Incumbent may also be responsible for advising senior Agency management with resource decisions by designing and executing analytic studies that offer insights into Agency programs and activities.
* Analysts assigned to these positions are expected to develop and use relevant costing data and program analysis techniques in order to capture financial savings in support of the Agency’s mission and strategic direction; develop world class resource management expertise; and provide effective and timely customer support.
* Work includes serving as a principal advisor to the CFO Senior Management of Cost and Performance Analysis (CPA) on the use of decision support tools, models, and methodologies; guiding full performance and developmental Resource Analysts in the use of advanced data modeling techniques; building and assessing decision support tools and developing methodologies for use by CPA and other Agency components; collaborating with Agency components on the design, implementation, and standards or corporate resource information repositories; and, representing CFO interests at internal and external community boards, working groups and task forces.
Qualifications:
* This position requires an employee who has thorough knowledge of the Agency’s strategic planning and resource management processes, program planning and execution processes, regulations and policies.
* This position requires an employee who has thorough knowledge of Agency and CFO mission, plans, and programs needed for participation in the Agency’s decision-making process plus thorough knowledge of appropriate Federal regulations and laws for area of assignment and of quality assurance procedures to ensure data integrity and timeliness of the data.
* Have the ability to apply analytic and diagnostic techniques and quantitative techniques sufficient to identify, evaluate, and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues.
* Provide Leadership skills sufficient to motivate, instruct, and develop team members, depending on assignment.
* Demonstrate strong oral and written communication skills sufficient for responses or briefings on substantive research topics and issues to a wide range of technical and non-technical customers, co-workers, and managers.
* The position requires a strong interpersonal skills necessary to elicit cooperation and support from others and to interact tactfully and effectively with co-workers, supervisors, and other Agency employees.
* The position requires considerable knowledge of management science, operations research or cost analysis methodologies.
* The position requires three years progressively responsible professional work experience in project/program management, quantitative analysis, financial analysis, or structured approaches to analysis to include data manipulation comparable to a senior program analyst; or progressively responsible experience comparable to work functions performed at a Senior Cost Estimator level or as a Level III Resource Analyst.
* The position requires a bachelor's degree in quantitative analysis, financial analysis, social sciences, or a closely related field.
* The position requires a master’s degree in quantitative analysis, financial analysis, social sciences, or a closely related field may substitute for two years of applicable work experience at the full performance level. COTR - Level III
Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. This position requires the candidate to already possess an active Top Secret/SCI with Full Scope Poly Security Clearance and to maintain the clearance.
