1. Supervises the Recovery Services Department, sets goals and priorities for the department and staff, develops and coaches technical and professional skills of staff, takes accountability for process and work flow improvements and has primary responsibility for achieving department Strategic and Scorecard objectives.
2. Oversees and prioritizes Recovery Services Specialist activities and reviews account queues to ensure delinquent accounts and negative shares are worked effectively, efficiently and creatively, while in compliance with all applicable regulations and policies.
3. Continuously enhances and streamlines processes and procedures to improve operational efficiencies and member service delivery. Revises as necessary Recovery Services policies and procedures. Recommends policy and program changes and once approved, implements them.
4. Collaborates with other departments within the Credit Union to continuously improve the Recovery Services processes. Communicates Recovery Services policies and procedures to all concerned staff.
5. Reviews and analyzes delinquent loan/negative share accounts for charge off recommendation to the Delinquent Loan Committee/Senior Management on a monthly basis, in accordance with policy. Charges off accounts approved by BOD and senior staff using approved procedures and codes.
6. Manages the Courtesy Pay collection program administration and coordinates the collection procedures, charge-off and recovery process.
7. Coordinates on-going portfolio review and analysis process and makes decisions regarding member account blocking and closure. Makes recommendations to modify and enhance process, methods and analytical tools as appropriate.
8. Has primary responsibility for handling bankrupt accounts. Files proof of claim on Chapter 13 bankruptcy petitions and submits to bankruptcy court with proper documentation. Represents the Credit Union at legal proceedings. Negotiates with attorneys on bankruptcy and other legal issues. Assigns bankrupt accounts to attorney to challenge bankruptcy filings based on an analysis of said account. Sets required codes/comments and stops payroll auto transfers on accounts subject to bankruptcy.
9. Has primary responsibility for vehicle repossessions. Coordinates process and makes recommendations to maximize value of collateral disposition. Assigns accounts to outside collection agencies and manages those relationships in line with Credit Union policy and objectives.
10. Has primary responsibility for recommending real estate modifications, workouts, Troubled Debt Restructures and foreclosures. Determines the member’s ability to meet repayment terms and considers the net present value in drawing conclusion on final recommendation toward modification, collateral disposition or charge-off. Considers the impact of FASB 5 and 114 on the final recommendation.
11. Evaluates and approves payment deferment requests. Approves and restructures loans to members based upon analysis of member repayment capacity and willingness.
12. Supervises, interviews, recommends for hire, trains, schedules, assigns work to, counsels, establishes performance expectations and monitors results. Develops both technical and professional skills of his/her and other Credit Union staff. If necessary, makes recommendations on disciplinary action and when necessary recommendation for discharge of subordinate staff members, while maintaining required personnel documentation.
13. With initial and occasional direction from the Lending Services Manager, is able to independently pursue, follow-up and complete assignments and projects that require significant analytical and creative thought.
14. Keeps informed of market conditions and makes recommendations as to strategies to maximize results of the department.
15. Represents the Credit Union at various meetings and seminars pertaining to collections related issues.
16. Manages vendor partners and updates the vendor due diligence information on an annual basis.
REQUIREMENTS:
High school diploma or equivalent (GED). College coursework in Business and/or Finance helpful. Minimum of two (2) years in a supervisory capacity and with strong management/leadership skills required. Minimum five (5) years experience working with Consumer, Home Equity and Mortgage loan collections and delinquencies. Credit Union experience preferred. Excellent analytical and problem solving skills required. Excellent interpersonal skills and specific knowledge of credit, lending and collections policies and procedures. Ability to deal with difficult members, resolve problems and work well under pressure. PC proficient including Microsoft Word, Excel and Power Point. Ability to function in a financial institution branch environment and utilize standard office equipment including but not limited to: PC, fax, copier, telephone, etc. Some travel may be required. Ability to lift a minimum of 25 lbs.
