AECOM is seeking a Cost Estimator to support its Richmond-based Environmental Remediation and Construction operations. The candidate must have a Bachelor’s Degree in Engineering or Construction Management and have a minimum of 4 years of experience in general construction, environmental/remediation construction, and/or construction of municipal water/wastewater treatment facilities. The position reports administratively to the Department Manager, and receives requests for work from a variety of project personnel. Projects will typically include soil and groundwater remediation, munitions response/ unexploded ordinance sites, and municipal drinking and wastewater treatment.
Major Estimator Responsibilities/Requirements:
· Assist in developing detailed estimates for environmental construction and remediation projects
· Develop and maintain a project cost estimate database
· Review and comment on detailed construction cost estimates submitted by the Design Engineer for proposed construction contract packages
· Support development of progress payment schedules for construction contracts
· Assist with claim dispute resolution
· Prepare construction change order and claim cost estimates; evaluate Contractor’s proposed change order costs and claims for completeness and accuracy; and participate in the negotiation and settlement of the costs of change orders and claims
· Proficiency in Microsoft Excel required
· Experience with Timberline, Remedial Action Cost Engineering and Requirements (RACER), Micro Computer Assisted Cost Engineering System (MCASES), or similar estimating software tools preferred
In addition to cost estimating, the candidate should have the capability to provide scheduling support for similar projects.
Major Scheduler Responsibilities/Requirements:
· QA/QC review of schedule submissions for conformance with contract
· Review of critical path, cost loading, schedule content, use of relationships, constraints and milestones
· Perform schedule impact analysis for contractor change orders
· Develop detailed schedules for construction projects
· Familiarity with Primavera Scheduling and Microsoft Project software, including cost loading, resource loading, global changes, report layouts
· Demonstrated skill in identifying, analyzing and solving problems
· Knowledgeable in contract administration and contract language interpretation
