Position Summary:
A. Position Summary
The VP/Director Enterprise Wide Systems Engineering is responsible for AMERICAN SYSTEMS’ Enterprise Wide Systems Engineering (EWSE) services providing information sharing using architecture design and SOA technologies to solve critical business problems, produce usable roadmaps, and deliver long-term solutions to today’s tough Global Information Grid (GIG) problems.
The Department of Defense Global Information Grid Architectural Vision clearly states that the Department is transforming to become a net-centric force. From an information perspective, this transformation is embodied in a dynamic and agile future Global Information Grid (GIG) that enables the Department to fully leverage the power of information and collaboration across the Enterprise to the forward edge of the battle space.
American Systems desires to build a high-end Systems Engineering practice in support of DISA, ASD/NII and the Services to help solve some of the challenges facing the GIG in the new Net-Centric World. The practice will have talents that deals Wired and Wireless networks, Tactical Networks, Everything over IP (EoIP), Cyber Security and IPv6 technologies. In addition the practice will address issues such as Federated Systems/Engineering, Service Oriented Architecture (SOA) and Net-Centric technologies and infrastructure. It will employ best of breed systems engineering tools and techniques to include modeling and simulation, and performance analysis models. Building such practice will enable American Systems to provide high-end engineering services to its entire customer base.
The VP/Director Enterprise Wide Systems Engineering is responsible for the revenue profit and loss in this practice based on a yearly business plan. The VP/Director’s work will be split 60/40 between Business Development and Delivery related work.
The VP/Director Enterprise Wide Systems Engineering is responsible for developing and updating the following practice documents:
1. Practice Business Plan
2. Practice Marketing Plan
3. Practice Overview
4. Practice Presentation
5. Technology Assessment(s) Overview
6. White papers and other collateral materials demonstrating vertical solution capabilities
The Business Development activity for the VP/Director is 60% of the VP/Director’s responsibility and will include: customer / prospect / partner research and networking, lead generation, customer calls, client presentations, proposal research and development, scoping, estimating and assisting with the staffing of engagements as necessary. The VP/Director is responsible for a business development quota as defined in the VP/Director Quota Plan.
The Delivery related work for the VP/Director is 40% of the Practice VP/Director’s responsibility and is work accomplished either through providing billable assessment services to our customer base, acting as a team member on a project.
This position establishes go-to-market strategies for the Enterprise Wide Systems Engineering strategic offerings in collaboration with other AMERICAN SYSTEMS service offerings. This includes managing strategic relationships with business partners; monitoring and providing management reporting on the consulting and business development activities of the various AMERICAN SYSTEMS offices or business units; and, assisting in the development of appropriate levels of business and consultant performance metrics, including chargeability and utilization targets.
B. Go-to-Market Strategy Development and Execution
A critical element of the VP/Director Enterprise Wide Systems Engineering position is to collaborate with the Strategic Business Area (SBA) Leaders accountable to develop and execute a go-to-market strategy that implements AMERICAN SYSTEMS’ business strategy. This strategy has several distinct thrusts requiring unique expertise and relationships in the following areas:
· Communicate brand awareness through appropriate media for Strategic Offerings as an integral part of AMERICAN SYSTEMS’ vision, mission, and purpose.
· Create and execute plans and approach to sell new Enterprise Wide Systems Engineering projects that leverage relationships with AMERICAN SYSTEMS’ existing client base in the Strategic Business Areas of C4ISR, Acquisition & Logistics, Readiness, National Security, Citizen Safety, and Other Government. Work with AMERICAN SYSTEMS’ current project management on-site to define new Enterprise Wide Systems Engineering projects to meet customer needs.
· Create and execute plans and approach to leverage both personal and individual relationships both within government and the integrator community to open new doors to new customers and integrator relationships in the Strategic Business Areas (above).
· Act as a resource base and support local office managers across AMERICAN SYSTEMS in identifying Enterprise Wide Systems Engineering consulting opportunities, developing new relationships, responding to RFP’s, and working with integrators.
C. Responsibilities
The VP/Director Enterprise Wide Systems Engineering responsibilities are listed below. Additional specific responsibilities for the position are detailed in the AMERICAN SYSTEMS Delegation of Authority Matrix contained in SPP-1 and in approved Program Management Plans.
1. Assist with the branding, and promotion of all AMERICAN SYSTEMS Service Offerings.
2. Lead in the development of Enterprise Wide Systems Engineering related service methodologies, targeted marketing and sales materials.
3. Apply knowledge of Enterprise Wide Systems Engineering business strategy, business operations, process analysis, design, and to solve client needs.
4. Manage and lead clients through complex programs utilizing effective management of business value, risk, customer issues, communication, knowledge, and resources.
5. Manage business development activities, the sales cycle of each engagement as well as existing client follow-on work potential.
6. Establish and manage strategic relationships with business partners.
7. Contribute to and manage to AMERICAN SYSTEMS strategic plan and budget.
8. Participate in Government Consulting Services strategic planning processes and implementation.
9. Assist in the preparation of customer project budgets and work plans utilizing all attendant tools for effective project management.
10. Mentor, evaluate and train consultants on proper methodology and best practices related to Enterprise Wide Systems Engineering, and general consulting skills.
11. Attend bidders’ conferences, participate in oral presentations and prepare proposals.
12. Prepare for and participate in planned trade show meetings and conferences.
13. Initiate Program Management Plans prepared in accordance with company policy, contract agreements and proposals in support of AMERICAN SYSTEMS business execution model. Ensure plan updates in accordance with contract or proposal modifications. Ensure GOVWIN information in initiate and kept current as required.
14. Ensure that the right solution is developed to meet or exceed contract requirements and AMERICAN SYSTEMNS quality standards as stated in SPP-16, and is delivered on time.
15. Provide program status against plans (revenue, profit, direct labor, indirect loadings, etc.) Establish and track the program against schedule, budget, and profit objectives using Work Breakdown Structure, Cost Breakdown Structure, ETC/EAC estimates, Earned Value and other tools to monitor and report work progress.

D. Knowledge and Skills Required:
The VP/Director Enterprise Wide Systems Engineering is expected to be a subject matter expert (SME) with demonstrated experience in Enterprise Wide Systems Engineering. The candidate should also have expertise in consulting services, approaches, methodologies best practices and tools related to INCOSE, CISSP, CISA, CISM, CMMI, ITIL or other certifications.
The VP/Director Enterprise Wide Systems Engineering should have prior experience in providing information assurance solutions that keep information systems safe from harm. This includes detecting, reporting, and responding to cyber threats; encryption codes to securely pass information between systems; and embedding IA measures directly into the emerging Global Information Grid. It includes building secure audio and video communications equipment, making tamper protection products, and providing trusted microelectronics solutions. It entails testing the security of customers' systems, providing OPSEC assistance, and evaluating commercial software and hardware against nationally set standards.

The VP/Director Enterprise Wide Systems Engineering is expected to be a recognized leader in the Federal marketplace with a reputation for consulting at the highest levels of government. Additional knowledge and skills include:

E. Reporting Requirements:
Provide a completed pipeline report using the AMERICAN SYSTEMS GovWin Pipeline Management Report by end of day on each and every Friday. A completed Pipeline Management Report will contain updates to the following sections of the report:
a. Systems Pipeline
b. Backlog
c. VP/Director Cold Call
d. Inside Sales Leads
e. SOW
f. Hit-Bid
g. Lost Business
GovWin Management reporting at a minimum will include the following:
· Update the GovWin contact database on a daily basis with contact updates and new contacts.
· Create or update the GovWin when a new contract is signed or when a change request is signed.
· Update the Key Account Plan for at least 1 key account by the end of each and every month.
· Complete Lead Qualification as needed and required for appointment verification.
· Complete Resource Request as needed and required for project resources
F. Education and Experience:
1. Bachelors or Masters in Information Technology or other area of technical expertise
2. INCOSE, CISSP, CISA, CISM or ITIL Certifications with 10 years of systems engineering experience
3. 5 years+ of progressive professional responsibility within consulting industry
4. Big 5 experience preferred
5. PMP certification from PMI desired
