General Summary:
AECOM International Development seeks an Infrastructure Policy Specialist for its proposal for the USAID-funded Technical Assistance for Infrastructure (TAFI) IQC. TAFI is a five-year IQC with a $1 billion ceiling that will provide USAID with access to short- and long-term technical assistance, capacity building and program management for global infrastructure projects. The infrastructure projects will cover the following sectors: energy, water and sanitation, urban management and planning, information and communications technology (ICT), roads and transport, as well as cross-cutting themes. Key themes for the sectors include:
Strategy and activity design on macro- and micro- scales.
Creation of environments favorable to infrastructure development.
Increasing human capital in related areas.
Promotion and development of increased private-sector participation.
Development of financing approaches.
Ensuring environmental best practices and sustainability.
Management of construction.
Improvements in disaster preparedness.
Creation of links with USAID-funded projects in other sectors (ie. democracy and governance, etc.)
The Infrastructure Policy Specialist will collaborate with members of relevant sectors to address policy issues and reform necessary to improve quality of life and enable economic development in selected countries. Activities may include: Assessment of energy, water, environmental and other related policies that constrain economic development; development of new policy options and plans to implement them, including reform of related institutional bodies; promotion of new policies to key stakeholders; development of strategies to address past and future conflicts.
Qualifications:
The Infrastructure Policy Specialist will have a minimum of fifteen (15) years of managing and implementing large-scale energy, water, environmental and related sector assessment and reform programs in developing countries.
Extensive experience in policy assessment and development, including regional and trans-boundary implications. Conflict mitigation experience is preferred.
Experience in conflict and post-conflict ones is highly preferred.
In-depth knowledge of USAID policies, procedures and strategy is required.
Masters degree in relevant field.
Diverse geographical background is highly preferred.
Strong management and coordination skills. Excellent interpersonal skills.
Fluency in English is required. Additional fluency in additional languages is preferred (Arabic, French, Spanish, Pashto, Dari, Urdu, etc.)
