Introduction
The Johns Hopkins Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a National Security Space Program Manager.
Responsibilities
Program Manager: Manages diverse project teams, cost, schedule, and technical requirements for spacecraft projects, business proposals, and other significant space-related tasks. Leads a team throughout all the various phases of an aerospace system development effort, including proposal preparation, design and development, fabrication, integration and test, deployment, and operations. Maintains relationship with government sponsor and bears responsibility for effective sponsor engagement and coordination on assigned programs and projects. Maintains external customer focus and also respond to the management needs and objectives of the laboratory. Manages technical, fiscal, and programmatic considerations and reports data in a timely manner. Identifies and manages program cost, schedule, and technical risks by developing the plan and approach, monitoring, analyzing, controlling, and reporting.
Qualifications
Required:
BS in an Engineering or Scientific discipline. Minimum of 10 years experience in aerospace systems. Demonstrable technical experience on space flight programs. Previous experience and strong record of success as a Project Manager. Strategic thinker with demonstrated sponsor engagement ability. System engineering knowledge and experience. Ability to manage performance, cost, and schedule through the full life cycle of a project. Demonstrated outstanding leadership qualities and skills managing multi-disciplinary technical teams. Demonstrated grasp of the elements to consider when building a program, including technical performance, schedule, cost, funding, scope of task, activity networking, critical system interfaces, requirements management, resource allocation, risk allocation and management, and staffing considerations. Experience managing projects within quality management system guidelines. Excellent written and verbal communication skills. DoD Top Secret Security Clearance with SCI eligibility.
Desired:
12 or more years experience in aerospace systems. Graduate degree in technical management. Experience in the national intelligence community. Experience managing programs in space-related missile defense, space protection, space situational awareness, or spacecraft experience. Experience as a line manager. Knowledge of the Earned Value Management System. Program management professional certification. Current DoD Top Secret Security Clearance with SCI access.
