Description
Essential Job Functions:
1. Actively manage or assist in managing multiple Cleared American Guard (CAG)/Construction Surveillance Technician (CST) specific contract(s) to ensure contract requirements are being met.
2. Conduct program reviews.
3. Interface with Contracting Officer (CO), Contracting Officer Technical Representatives (COTR) and government personnel to ensure USIS staff is performing tasks in compliance with contract requirements.
4. Address client concerns regarding service, deliverables and billing in a timely manner.
5. Develop and maintain program-level plans, schedules, budgets and reports, to include financial.
6. Foster positive client relationships.
7. Monitor contract funding and financial performance.
8. Identify opportunities for organic business growth within assigned contract(s) or government agency and communicate to upper management opportunities to expand USIS business.
9. Participate in hiring and training of employees and conduct performance evaluations. Make recommendations about promotions, wage adjustments and terminations.
10. Provide day-to-day guidance and oversight of employees; assign and monitor quality of work; assure employees adhere to organizational and governmental policies and procedures.
11. Motivate, coach, and develop staff members. Counsel employees when performance standards are not being met.
Additional Job Functions:
1. Have technical understanding of assigned contract(s).
2. Develop trust and credibility with the customer, USIS employees and corporate management.
3. Communicate effectively verbally and in writing with employees, customers and with USIS management.
4. Assist in the development of Technical and Cost proposals.
5. Deliver contract presentations in front of USIS upper management and Government customers.
6. Approve time sheets.
7. Perform other related duties as may be required.

1. Effective presentation of budget/schedule information to the Government customers
2. Successful establishment of Program Management Office within the context of a Public-Private Partnership.

Must be willing to travel up to 25% of the time.
Minimum Qualifications:
Education/Experience: Bachelor Degree and no less than 5 years of career experience in management of CAG/CST or similar security/construction contracts.
Communication: Must be able to establish rapport and communicate effectively orally and in writing at all levels including presentations to customers and management.
Leadership: Must be able to guide and direct professional and administrative staff.
Analytical: Must be able to take initiative to anticipate and avoid problems - logical thinker, good at assessing situations, solving problems and making decisions.
