Job Description
Manager-level resource: 75% Project Manager (Software Implementation); 25% Enterprise Architect. The individual will function predominately in a project manager role with an emphasis on strong architecture governance. The individual will report to the tower lead of the application management team of a broader Capgemini outsourced contract. The individual will be assigned to manage software project teams involving Capgemini staff, NISH staff (IT and Business), vendors, and other external organizations. The individual will be expected to deliver on-time and on-budget as well as provide the necessary technical and architectural guidance to ensure adherence to NISH IT strategic roadmap. Must be local to the Northern Virginia area.
Responsibilities:
* Work with CIO concerning project governance activities especially concerning resource management.
* Assist CIO with multi-year IT planning and strategy for applications.
* Manage multiple software projects: new implementations and system upgrades. Most projects are small-to-medium effort.
* Work with executives and business users on various phases of SDLC: analysis, requirements, implementation, testing, and production delivery & change management.
* Manage project charters, schedules, resources, risks, issues, financials, vendors and vendor relationships.
* Managing relationships with Government Agencies and external Non-Profit Agency.
* Production Support - Help Desk ticket response and related Service Level Agreements (SLAs) related to application systems.
* Work with CIO, Capgemini Engagement Manager, and IT department staff concerning enterprise architectural governance across the application portfolio.
* Architect/Technical SME responsible for assigned Commercial off-the-shelf (COTS) solutions as well as custom web development (i.e., Siebel and .NET applications).
Qua Skill set (in order of priority)
1. Experienced with Project Management Standards and Best Practices (e.g., PMI), Software Development Lifecycle Methodologies (e.g., RUP, Agile, and Waterfall). Excellent written and oral communication skills are mandatory.
2. Experienced with Enterprise Architecture Concepts largely related to Integration and Security
3. Experienced with Microsoft technologies: SQL Server, .NET Architecture, BizTalk, SharePoint, Exchange.
4. Experienced with Oracle technologies: Siebel Architecture version 7+.
5. Experienced with Financial and HR systems: Sage Software, ADP, and Verian.
6. Experienced with Application Management Outsourcing.
7. Experienced with IT Infrastructure: Business Continuity/Disaster Recovery, Windows-based Server, VMware/Virtualization, Networking, and Help Desk.
8. Experienced with IT Security: Open Web Application Security Project (OWASP), secure application coding practices, network security, server hardening, Single-Sign On.
Experienced with integration architectures: Web Services, XML, workflows, B2B Electronic Data Integration (EDI).
