Overview
Operates as a project manager performing a wide range of project management activities in collaboration with and in support of Federal Customers, typically requiring significant design, construction, renovation, and contracting expertise to provide customized buildings or space. Depending on the scope and complexity of the projects assigned, responsibilities may include some or all of the following:
Develop and authorize contract and lease quality assurance support programs on behalf of the customer agency and in line with all applicable requirements with respect to contract support activities.
Work in collaboration with and in support to customers, proactively translating customer requirements into technical options and solutions, resulting in technical projects to address evolving customer workplace needs.
Monitor the design and build out of new construction, repair and alteration, leased construction and building purchase products, in traditional delivery modes or alternative modes of design/build or developer type projects
Monitor project activities, direction and decisions relative to development of a master plan; site selection, design time schedules, overseeing the timely review of design submissions; procurement; construction; move-in and closeout.
Administer and approve various types of contracts and may serve as either the Contracting Officer’s Representative (COR) or the Contracting Officer’s Technical Representative (COTR) on various contracts including but not limited to building services (mechanical, custodial), design and/or construction projects, and/or term contracts.
Anticipate and resolve project-related problems and develop contingency plans to mitigate unresolved problems.
Accomplish work through multi-disciplinary team members, such as those from other Divisions, Federal, state, and local agencies, private architectural-engineering firms, local interest, construction management firms, and construction contractors.
Assure the quality completion of project(s) on time and within budget; that projects are planned, directed and controlled within all divisions; that time and costs are managed and aesthetic, and that technical and business management decisions required for successful accomplishment of such projects are made in a timely manner.
Monitor project activities, direction, and decisions relative to development of a master plan, time schedules, review and approval of submissions.
Example Qualifications:
GS-12
To qualify for the GS-12 level, applicants must demonstrate at least 1 year of specialized experience equivalent to the GS-11 level in the
Federal service. Specialized experience is experience is that demonstrates the ability to perform project management on construction and/or repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others and to maintain cooperative work relationships; skill in negotiation techniques to conduct contract
negotiations; and knowledge of contract administration.
GS-13:
To qualify for the GS-13 level, applicants must demonstrate at least 1 year of specialized experience equivalent to the GS-12 level in the
Federal service. Specialized experience is experience that demonstrates the ability to perform project management on large and
highly complex commercial construction and/or large and complex commercial building repair and alteration projects; knowledge of
resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability
to accomplish work through others as a senior member of a project team; skill in negotiation techniques to conduct contract
negotiations with high level business, industry and/or Government officials; and knowledge of contract administration and closeout.
GS-14:
To qualify for the GS-14 level, applicants must demonstrate at least 1 year of specialized experience equivalent to the GS-13 level in the
Federal service. Specialized experience is applying advanced concepts, practices, and methodologies to manage large, complex new
construction, modernization and lease construction projects. Such experience must reflect experience performing planning, scheduling,
budgeting, estimating, cost analysis and control, tracking, reporting, and forecasting for such projects.
