Responsibilities
Reports to the Corporate Proposal Center Manager, Sector or Business Manager and Lead Proposal Coordinator to take responsibility for organizing, coordinating, and/or completing specific portions of complex RFPs to produce winning proposal assignments in the development of Alion proposals to the Federal Government and other clients.
Coordinates and maintains ongoing communication on assigned activities among the proposal team, corporate managers, teammates, review teams, artists, editors, and production specialists in developing and revising major proposals, marketing materials, and presentations to assure timely, effective results.
Establishes and maintains a hard copy and electronic library of assigned portions of Alion proposals for reference and re-use. Provides hard and soft copies for person maintaining database repositories for corporate resumes and project descriptions in the central corporate repository for BD briefings, capture plans, proposal resources, and other artifacts and re-use materials. Coordinates research of all corporate proposal resources in completing assigned portions of proposal.
Recommends revisions to procedures on proposal coordination, RFP analysis, configuration management of text and graphics, and use of proposal resources. Suggests questions for proposal clarifications in a timely manner. Provides suggestions on exceptions to proposal format guidelines, style guides, RFP compliance matrices, and procedures for organizing and controlling proposal workflow, as appropriate to unusual RFP requirements.
Coaches and mentors proposal writers through proposal planning and development processes that result in a fully compliant, responsive, and polished product that complies with proposal strategy and theme development on assigned portion of proposal.
Assists the contract administrator, pricing specialist, and teammates in receiving and processing proposal materials, and producing the proposal price volume, if needed.
Conducts or participates in proposal reviews with management.
Supports cost audits and price negotiations.
Provides guidance to less experienced Proposal Coordinators.
Qualifications
Bachelor¿s degree in related discipline plus at least five years of directly related experience. Master¿s degree preferred. At lease two years experience in proposal preparation and analysis for a government contractor preferred.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technologies or labor market shortages.
Extensive knowledge of government or other contracting environment including FAR and DFARS regulations.
Excellent communication, presentation and interpersonal skills.
Excellent writing and editing skills.
Strong knowledge of Microsoft Office tools.
