Contract Specialist GS-1102
THE COMPANY has a proposal follow-on opportunity with an immediate need for a 4 Contract resources on an Immigrations and Customs Enforcement Federal Protective Services proposal effort. THE COMPANY Systems is the incumbent contract holder for Acquisitions support. Only legitimate contract/procurement specialist with Federal GS-1102 experience will be considered. Please do not include logistics or supply type resources. Resource must be familiar with Service Contract Act and FAR requirements. Resources having a Federal clearance will be considered a plus.
This is a follow-on proposal effort with Period of performance beginning 4/1/10 through 3/31/11. This proposal effort requires 4 Mid-level GS-1102 Contract Specialists in Philadelphia Pennsylvania 701 Market Street, Suite 4200 Philadelphia, PA 19107
No travel is required. No travel shall be incurred without written approval of THE COMPANY Systems Program manager. U.S. Citizens only.
Conduct
• Business Casual dress is the minimum for all subcontract employees
• All subcontract employees will be required to act in professional manner at all times.
Training
• At the direction of the Government customer. Subcontract employees may be required to attend Government-provided training.
Education requirements -
· Required University B.S. or B.A. undergraduate degree with minimum of 24 semester hours including: accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management, or related fields; OR a minimum of 10 years of experience in conducting acquisition or acquisition support activities to demonstrate knowledge gained that would have been provided in the 24 business hours above. Minimum 10 years of experience in conducting acquisition or acquisition support activities; minimum of 6 years experience DHS acquisition or acquisition support activities; experience as a warranted Contracting Officer is desired.
Technical Requirements -
· Minimum of 6 years experience Federal Government acquisition or acquisition support activities; experience as a warranted Contracting Officer is desired.
Skills
· Resource must be able: to communicate effectively, both orally and in writing in English; to research and analyze technical, cost, past performance and assorted management data, to read, interpret and apply Federal Acquisition Regulation, policies and directives; to develop non-complex acquisition packages in support of government contracting staff, research acquisition issues, advise customers and other internal contracting staff on specific assigned acquisition issues; must be proficient in various types of information technology resources such as Microsoft Office: including Word, Access, Excel and PowerPoint.; adept in operation and utilization of contemporary office machines (i.e. copying equipment, facsimile machines, scanner, etc.); proficient in searching and obtaining documents from the internet
All subcontract employees performing services under this order will be controlled, directed and supervised at all times by THE COMPANY Systems. Subcontract supervision will be requires to ensure that employees properly comply with the performance standards outlined in Quality Assurance Plan (QASP). Subcontract employees will perform independent of and without supervision of any Government official. Action of subcontractor employees may not be interpreted or implemented in any manner that results in any subcontractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
Period of performance
The period of performance includes the period of performance April 1, 2010 through March 31, 2011, with possible extension upon contract recompete. Operational hours to be performed 40 hours per week during normal business hours, Monday through Friday, excluding Federal Holidays.
Security requirements are attached. All resources must comply with these requirements as indicated.
