All individuals encumbering the contract specialist position shall have a college degree or five years of relevant experience, with at least one year of experience performing administrative closeout processes for federally funded acquisition and assistance instruments. Basic computer skills with competence in current word processing, spreadsheet, and database software. Contract specialists shall be responsible for the following:
(1) Review award files including all modifications, correspondence, invoice reports, etc. Extract and summarize financial history and record on worksheet to be placed in the award file and entered into the closeout database.
(2) Determine closeout requirements for individual award based on award type and information available in the files.
(3) Request information which is not available in the award by phone, memoranda, email and letter from awardees, project officers, and paying offices worldwide.
(4) Assure audits, if required, have been completed and recommendations closed. Review files for rate reconciliation, if required.
(5) Assure that all required closeout documentation has been received and placed in the award file. Prepare deobligation and closeout documentation for contracting or agreement officer signature.
(6) Assure that pertinent contract data and dates of actions taken (letters/memoranda sent and received) for every phase of closeout have been properly entered into the closeout database.
