Contracts Manager

Project:
Parsons is providing Program Development and Management Support Services under a contract to the U.S. Department of Homeland Security, Customs and Border Protection (CBP). CBP's nationwide facilities portfolios include Land, Air, and Sea Ports of Entry; Border Patrol Sector Headquarters, Stations, Checkpoints, and Remote Operation Bases; Air and Marine Operations Facilities; Detention and Processing Facilities; Tactical Infrastructure on the border including barriers, fencing, lighting, and patrol roads; administrative facilities, housing, laboratories, training facilities, and other special use space. The contract includes all phases of real property asset management support to include capital planning and investment control, data and information management, strategic resource assessments, facility condition assessments, planning and engineering support, and a variety of other program oversight and implementation services.
Need
Parsons is seeking a Contracts Manager in Washington, DC. Successful candidate will manage all contract activity for a major market segment and support project EVMS reporting requirements. May be required to travel to the client's offices or to the project site, either before the contract receives final approval or during the life of the contract. Participates in Division, Company, and Corporate strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.). Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. Makes staffing assignments and reassignments as Company and project needs arise. Collaborates with Division and project management to ensure proper support in proposal preparation, as well as contract negotiations and administration.
Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy. Negotiates the more difficult, complex, or sensitive issues with clients. Performs other responsibilities associated with this position as may be appropriate.
Qualifications
Requirements
* 8-years of prime contract administration experience is desirable.
* Proficiency in Federal Acquisition Regulations (FAR) and its Supplements, industry business practices, and the negotiation of prime contracts.
* Strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.
* 4-year degree in Business Administration, Finance, or related field required.
* Price experience in EVMS is preferred.
* Proof of US citizenship is required.
