The professional in this role will be responsible for the administration and negotiation of all contracts and subcontracts and for accurate configuration of projects in the company's system of record (Deltek) to include value, funding, labor categories, T&M rates, POCs, and other administrative data. Additionally, this professional will advise senior managers on issues of FAR and DFARS compliance; implement policies and procedures related to contracts and subcontracts; engage and oversee the preparation, negotiation and administration of proposals and contracts; provide training and advice with respect to such contracts and applicable Federal regulations; and assist in the resolution of claims and disputes arising out of such contracts.
The job includes all aspects of contracting and subcontracting: tracking pending requirements, price proposal preparation support, business proposal preparation support, contract and subcontract negotiation, all aspects of contract and subcontract administration including negotiation and execution of contract and subcontract modifications, and contract and subcontract closeout.
The job also includes preparation of Nondisclosure Agreements, Teaming Agreements, Blanket Purchase Agreements, GSA Contracts and Orders, Government Wide Acquisition Contracts, ID/IQ Contracts, Subcontractor Agreements, etc.
Location is Fairfax, Virginia with 10% travel.
The successful candidate will:
- From award of contract/order, administer the contract as the single point of contact with the Contracting Officer or Prime Contractor's Subcontract Administrator and manage that relationship (cradle to grave);
Description:
- Complete and maintain project contract brief;
- Set up and maintain project and contract information in Deltek GCS;
- Review all contract modifications coordinating with PM as necessary for acceptance; file both hard copy of soft copy;
- Complete contract close-out package; maintain the contract file and contract records retention;
- Identify "At Risk" situations and complete risk Management Authorization Form; coordinating with practice leader, program/project manager and CVP Controller;
- Advise PM on terms and conditions of contract/order;
- Prepare and submit timely notifications under the limitation of funds clause (75% letters);
- Coordinates project kick-off meetings; submit and track all contractually required documents (i.e. deliverables, trip reports, etc.);
- Act as CVP's primary customer interface on contractual matters;
- Negotiate with customers CVP's contractual objectives to final agreement;
- Review government solicitations to perform risk management analysis;
- Advise CVP Managers and problem solve risk issues that are caused by the solicitations;
- Advise contract win strategies to CVP managers in the pursuit of new business; and
- Assist or lead special projects for the Contracts Department as assigned.
To be qualified for this opportunity, the successful candidate must possess:
- Ability to successfully complete CVP Background Investigation, including financial background check;
- Ability to obtain a government security clearance;
- Knowledge of Federal Procurement Policy and its basis in Public Law, FAR, DFAR, and agency supplements;
- Ability to communicate clearly and effectively both orally and in writing;
- Ability to work under minimal supervision and independently perform duties;
- Strong proficiency to use MS Office applications to accomplish tasks;
- Understanding of contractual requirements of Cost Accounting Standards;
- Understanding of cost and pricing methodologies and strategies;
- Expert knowledge of FFP, T&M and Cost Reimbursement type contracts; and
- Bachelor's degree and a minimum of 8 years directly related work experience required.
