Reporting to the Director, the Assistant Director will be a member of AFSCME’s management team and responsible for HR functions that support the Department’s mission and priorities. The Assistant Director’s primary responsibilities are to manage employment activities, job analyses and reclassifications, training, employee relations, policy development and implementation and internal investigations.


 


 



DUTIES


: Provides requisite support to managers in employment activities to find qualified candidates for AFSCME positions. Directs the analysis and preparation of job descriptions, reclassifications and compensation analyses. Understands HR trends and researches and drafts policies and standard operating procedures. Understands and ensures compliance with employment laws and regulations. Acts as primary investigator/fact finder of harassment allegations and other employee misconduct cases. Serves as HRIS administrator and ensures the effective use of the HR database. Oversees the development of onboarding and training programs for AFSCME employees. Works with the Human Resources Director to plan special projects and manages these projects as directed. Participates in labor-management activities. Provides appropriate advice and counsel to managers and staff as needed. Provides supervision of department staff.

REQUIREMENTS


: Graduation from an accredited college or university with strong background in human resources management or any combination of education and experience which provides the following knowledge, skills and abilities. Commitment to AFSCME’s mission and values; self starter and creative problem solver; knowledge of human behavior, employee relations, training principles and legal implications of human resource functions; knowledge of employment law and employment practices; knowledge of interviewing, applicant selection, job and compensation analysis; adept at database management; able to extract, analyze and report on data in different formats; able to interpret and administer union contract language; able to communicate clearly and effectively orally and in writing; able to produce in a fast paced environment and work collaboratively with employees at all levels of the organization. Extended hours and travel may be required.
