A Consultant for Legislative & Oversight Support



1. Background
The Specialized Committee for Peace & Reconciliation is looking for an advisor to support its legislative & oversight work in Juba and the 10 states of Southern Sudan. This position comprises of three sub- components as below:
i. Strengthening legislative function.
ii. Build oversight functions; and
iii. Provide advices on PRC management.


2. Job Description
The purpose of the consultant is to strengthen the Specialized Committee for Peace & Reconciliation in fulfilling its roles and responsibilities within the South Sudan Legislative Assembly to support the successful implementation of the CPA, promote, peace and national reconciliation, and to support efforts to settle internal civilian conflicts.

3. Objective
The role of the Consultant is to advise and support the SSLA/PRC on drafting conflict-sensitive bills, policies, and other legislative documents, reviewing them for conflict sensitivity and advise accordingly, and to ensure information sharing, coordination and cooperation between the PRC and other key partners in peace building, such as SSPC, SSDDRC, and CSSAC. The consultant will also provide capacity building to SSLA/PCR and key partners on conflict-sensitive legislation, support to the management of the committee and additional roles and responsibilities as described in this ToR


4. Roles and Responsibilities
The Consultant is expected to perform the following services for the SSLA/PRC in Juba and in the 10 states of Southern Sudan:
With guidance from SSLA/PRC, draft policy papers, bills and other documents related to the work of the PRC



  • Review draft legislation on conflict sensitivity, and provide recommendation notes to SSLA/PRC and other partners on how to improve conflict-sensitivity in the draft legislation

  • Provide capacity building and advise to SSLA/PCR members and key partners, such as SSPC, on conflict sensitive legislation, peacebuilding and conflict management.

  • Provide advise and information on developments related to peacebuilding, existing and potential conflicts and tensions, and the general political and social situation.

  • Formulate proposals to support the PRC in its work.

  • Liaise with national governmental actors, national and international NGOs, the UN and other key actors in the Assembly or outside the Assembly to effectively implement committee projects.

  • Provide advice in form of written consultative papers as well as in committee meetings at the request of chairperson or Deputy Chairperson or on his/ her own behalf.

  • Support the PRC in drafting annual reports, committee work plans and other reports

  • Provide knowledge about CPA protocols and provide updates on CPA implementation status.

  • Ensure close cooperation, coordination and information sharing with other key peacebuilding actors, such as SSPC, SSDDRC and CSSAC.

  • Monthly updates on key developments in the legislative and conflict/peacebuidling sector, to be shared with SSLA, SSPC and Pact.


Deliverables:
- Analytical Report on what “conflict sensitive legislation’’ actually is – definitions, ideas or guidelines on a legislation that is conflict sensitive.
- A checklist or guidelines on how to review bills, policies, legislative documents to assess if they are actually conflict sensitive.
- Training materials in reference to the above training needs.
- Workshops with the PRC and other committees in the SSLA on the above.


5. Qualifications & Experience


University Degree in Law, or respective work experience in the legal field; postgraduate degree would be a distinct advantage.
At least 5 years experience of similar work; including work on conflict management and dispute resolution as well as parliamentary legislation and oversight functions.
Ability to build the capacity of SSLA/PCR and SSPC staff through training, coaching and mentoring.
Good Knowledge of English Language is essential.
Ability to work as a member of a team, maintains good inter-personal relationship, and work promptly to dead-lines.


6. Duration and starting date
This short term consultancy is for a three (3) consecutive months starting from the date of the agreement, and renewable.
Starting date: Immediately.

  • Curriculum vitae

  • Supporting Statement, supplying relevant information on skills and experiences as well as additional qualification to fulfill the expected roles and responsibilities.

  • 3 recommendation letters; at least one from recent employer.


9. Reporting arrangement
Consultant shall report directly to the Honourable Chairperson of the SSLA/ PRC and work closely with the Deputy Chairperson and Clerk of the Assembly.


10. Location
The work shall be in PRC office located in Southern Sudan Legislative Assembly/ Juba, with occasional travel to the field if required.
